We are moving away from the InstallShield installer.  On the CVS HEAD 
are the sources
for an installer built using the open source NSIS 2.0.   
src/WINNT/install/NSIS.

There will soon be an MSI based installer as well.  Although I cannot 
promise when that
will be checked into CVS.
