You have installed the AFS server on Windows?  Have you read the AFS 
release notes stating "OpenAFS Servers on Windows are Unsupported" ?

Do you have tokens on both machines?  Is your cell in the CellServDB 
file on both machines?

Can you try using cmd and post the exact errors that you see?
