No, those don't match.

2.6.9-78.0.1.EL != 2.6.9-78.0.13.EL

That kernel is for 2.6.9-78-EL, not 2.6.9-78-0.13-EL

I think you probably want
/afs/grand.central.org/software/openafs/1.4.8/rhel4/x86_64/kmod- 
openafs-smp-1.4.8-1.1.2.6.9_78.0.13.EL.x86_64.rpm
