[OpenAFS] Can't do a "vos move"

I am running openafs 1.6.2 on Debian squeeze.  I have a volume I can't
do a "vos move" from one server to another.  It fail with a message
that the volume needs a Salvage.  But even after two "bos salvage" in
a row, I can't do the "vos move".
