[OpenAFS] restore from old dmp files

We have a returning staff member who would like to access some old mail
volumes.

Reference to these vols had been deleted from the voldb but were found the
actual .dmp files among our archived backups.

I located the id and server/partition info from some old logs and am trying
to restore to the voldb using the command:

vos restore -server daphne.psc.edu -partition /vicepdd -id 537123196 -name
usr.2.joes.mail2.R -file ~susan/usr.2.joes.mail2.dmp

I don't get any error, but nothing shows up in the volume db.  Any ideas
what step I'm skipping?

I also tried:

backup volrestore -server daphne.psc.edu -partition /vicepdd -volume
usr.2.joes.mail2 -extension REST -n -localauth

with no luck.
