[OpenAFS] Windows7 cannot open GUI AFS client configuration in control panel

Please do note that 1.7.31 is not the latest release of OpenAFS for
windows; there is 1.7.33 that fixes several security issues and severe
functionality bugs.

(Yes, I know is is not listed at
http://www.openafs.org/release/latest-unstable.html ; openafs.org is not
hosting compiled installers for anything past 1.7.31 because no
organization is able to donate the capabilities to do so.)

I don't think I have enough experience to help with the control panel
failing to load, though.
