[OpenAFS] error: The remote server has been paused or is in the process of starting

Thanks Rodney,

No this is a problem where a local server is really available, but some
clients get this error from time to time.  Restarting the client fixes it,
but it does return.  I wonder if there's any parameter on the client that
will reduce the likelihood   of this error.
